Amends Section 39-3-4 of the Alabama Code to require contractors on public works projects financed entirely by the State of Alabama or its political subdivisions to use iron or steel produced within the United States when specifications call for these materials.

Exempts contracts where specifications limit supply to a sole source under Section 39-2-2.

Allows awarding authorities to waive the domestic iron or steel requirement if procurement becomes impractical due to national emergency, national strike, or other cause.

Requires a downward adjustment to contract price equal to any realized savings or benefits to the contractor if domestic iron or steel requirements are violated and foreign materials are used instead.

Became effective on the first day of the third month following passage and approval by the Governor.
