• Prohibits state, municipal, and county building codes from restricting the use of substitute refrigerants or refrigerant-equipped products that comply with the National Clean Air Act pursuant to 42 U.S.C. § 7671k and its regulations.

• Requires heating, ventilation, air conditioning, or refrigeration equipment containing compliant refrigerants to be listed and installed according to all applicable safety standards and use conditions.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
