AL HB20

Establishes the Joe Faust Living Shoreline Act to encourage living shoreline techniques (native vegetation planting, wave attenuation structures, fill material placement) in coastal areas instead of vertical seawalls or bulkheads.

Authorizes the State Lands Division of the Department of Conservation and Natural Resources and the Department of Environmental Management to issue permits allowing riparian property owners to dredge source sediment from their riparian property or adjacent property with consent.

Permits dredged sand and sediment to be used for living shoreline construction in front of the property owner's riparian property.

Sets permit fees at one-half the cost of fees charged for constructing bulkheads or seawalls.

Becomes effective on the first day of the third month following passage and approval by the Governor.
