Proposes a constitutional amendment defining the "Bon Secour Landmark District" in Baldwin County with specific geographic boundaries detailed through road centerlines and landmarks including the Bon Secour River and Bon Secour Bay.

Prohibits annexation by local law of any property within the Bon Secour Landmark District into any municipality, with an exception for municipalities incorporated after the amendment's ratification that include any part of the district.

Establishes that the district is not a legal entity and cannot exercise taxing authority, zoning authority, police power, standing to sue, authority to adopt ordinances, or any other powers commonly associated with legal entities.

Requires a statewide election on the proposed amendment in accordance with Alabama Constitution Sections 284 and 284.01 and state election laws.

Directs the appropriate election official to assign a ballot number and present voters with a description of the amendment and "Yes" or "No" voting options.
