• Directs selection of credit card providers based on annual fees, rewards/rebates availability, interest rates, finance charges, late fees, and termination penalties.

• Requires any rewards or rebates earned to be deposited in the Law Enforcement Fund (for sheriff) or credited against the card balance (for commissioner) for legitimate public purposes.
