Expands the Military Family Jobs Opportunity Act to include spouses of United States Department of Defense civil servants as eligible individuals for professional license reciprocity in Alabama.

Requires occupational licensing boards to issue licenses or certificates within 30 days of application if the applicant's out-of-state license is substantially similar, and to issue temporary permits valid for at least 360 days while applications are processed.

Eligible individuals must have valid licenses in good standing from another state or U.S. territory, have not committed acts warranting license refusal or revocation, and have no disciplinary history or pending investigations related to professional licenses.

Requires occupational licensing boards to waive initial licensing fees for eligible individuals and process fee waiver applications within 30 days.

Exempts the practice of law, securities licenses, peace officer certifications, and professions regulated by pharmacy, optometry, dental, chiropractic, liquefied petroleum gas, and medical examiners boards from these reciprocity requirements.
