• Creates the Healthier Homes Construction Practices Act to address mold buildup, component damage, and wood warping caused by temperature and humidity fluctuations in homes under construction.

• Authorizes counties and municipalities that enforce building codes to establish procedures allowing temporary installation and activation of electricity and gas in dwellings covered by the International Residential Code during construction.

• Specifies 12 prerequisites for temporary-permanent electricity including structure security, completed inspections, drywall installation, MERV 4 filters on forced air equipment, and state-licensed electrical contractor certification.

• Specifies 13 prerequisites for temporary-permanent gas including structure security, gas line installation, pressure testing, licensed gas fitter certification, and proof that the gas system is complete and code compliant.

• Prohibits structures with temporary-permanent utilities from being occupied and requires all final inspections to be completed before permanent utilities can be permitted; becomes effective on the first day of the third month following passage.
