Establishes the Alabama Modified School Calendar Grant Program to provide grants to local school boards that adopt modified calendars with shortened summers and dispersed breaks throughout the year, requiring a minimum of 30 additional instructional days annually.

Creates two special funds within the State Treasury: the Alabama Modified School Calendar Grant Fund (for grant disbursements) and the Alabama Modified School Calendar Administration Fund (funded by 3% transfer from the grant fund for program administration).

Requires the State Board of Education to adopt rules within six months and award grants beginning August 1, 2024, based on a per-student allocation formula; grant amounts cannot exceed the actual budget submitted by the applying school board.

Eligible school districts must implement a modified calendar by the beginning of the 2024-2025 academic year and submit applications including rationale, community support evidence, detailed budgets, and calendar plans; grants can fund transportation, staffing, remediation, and enrichment during intersession periods.

Requires the State Board of Education to submit comprehensive annual reports by October 1 to the Governor and legislative committees on fund usage, eligibility criteria, and data on modified calendar effectiveness.
