Department of Finance may now charge a reasonable fee for services provided by the Department and its Divisions in carrying out their duties.

State Comptroller, with approval from the Director of Finance, may pay vendors for services or goods previously rendered when the state failed to make payment in prior fiscal years and all parties agree payment is due.

Comptroller may draw warrants from the affected agency's funds to pay such vendors without requiring those funds to be newly appropriated.

Warrants issued by the division of control and accounts may be transferred or deposited electronically to financial institutions with written approval from the original payee, with the Comptroller maintaining records for auditing purposes.

Act becomes effective on the first day of the third month following passage and approval by the Governor.
