Amends Section 16-1-20.3 of the Alabama Code to require local boards of education to allow students leading non-sectarian, non-proselytizing voluntary prayers to use school resources such as microphones and public address systems at school-related events.

Permits student-initiated and student-led voluntary prayer, invocations, and benedictions at compulsory or non-compulsory school assemblies, sporting events, graduation ceremonies, and other school-related student events.

Prohibits local boards of education and athletic or other associations from prohibiting, impeding, or deterring student-initiated and student-led voluntary prayer conducted under this section.

Clarifies that exercise of these prayer rights shall not be construed as state support, approval, or sanction of the prayer's contents, nor as an unconstitutional use of public school property or promotion of religion.

Becomes effective on the first day of the third month following passage and approval by the Governor.
