St. Clair County Probate Office shall collect an additional fee of $6.50 per filed or recorded matter, with the board authorized to adjust the fee between August 1, 2021 and a maximum of $8.50.

Expands the St. Clair County Mental Health Advisory Board from three to five members by adding two at-large members who reside in St. Clair County, nominated by sitting board members and appointed by the county commission.

Authorizes the board to hire a mental health officer employed by the Sheriff's Office, with the board setting duties, qualifications, training requirements, salary, and performance standards.

Collected fees shall be used for crisis intervention services including psychiatric inpatient admissions, mental health officer salaries, equipment, and contracting with other entities for mental health-related services.

The act becomes effective immediately upon passage and approval by the Governor.
