HB45 Summary - Tyrell Spencer Act

• State Board of Education shall adopt guidelines and develop information sheets about sudden cardiac arrest symptoms and warning signs for distribution to student athletes, parents, and coaches, with implementation beginning in the 2024-2025 school year.

• Each coach must complete a cardiac arrest training course once every two years beginning in 2024-2025, coordinated with existing CPR and AED training requirements, with courses provided by AHSAA and AISA and approved by the State Board of Education.

• Student athletes and parents must sign acknowledgment forms confirming receipt and review of sudden cardiac arrest information sheets before participation in any athletic activity, with new forms required at the beginning of each school year.

• Athletic trainers, coaches, or other responsible parties may remove student athletes from play if they exhibit cardiac-related symptoms, and removed athletes cannot return until evaluated by a licensed physician and cleared in writing.

• Act applies to all school-sponsored athletic activities including interscholastic athletics, club sports, and cheerleading; recreational youth sports are encouraged but not required to follow these guidelines, and schools are encouraged to have AEDs available within three minutes retrieval time.
