Creates the Voluntary Alabama Firearms Do-Not-Sell List administered by the Department of Mental Health, effective by June 1, 2024, allowing individuals to voluntarily restrict their own firearm purchases when concerned they may become a danger to themselves or others.

Establishes multiple submission methods for registration and removal forms, including in-person submission at circuit clerk offices or health care provider offices, by mail, or electronically via text message with photo identification.

Allows individuals to request removal from the list within 21 days through standard submission methods, or in fewer than 21 days by court petition with a hearing where a judge determines by preponderance of evidence whether the person poses a danger to public safety or themselves.

Prohibits insurers, employers, educational institutions, health care providers, and government agencies from discriminating against or inquiring about individuals on the list, with violations punishable as Class A misdemeanors with fines up to $6,000.

Makes it unlawful for firearm dealers to transfer firearms to individuals on the list and criminalizes unauthorized disclosure of list membership, with violations punishable as Class A or C misdemeanors.
