• Requires the Town Council to adopt rules specifying conditions for simulcast programming and pari-mutuel wagering, subject to federal law requirements.

• Limits the council's revenue from simulcast wagering to commission fees on horse and greyhound racing handles wagered at the licensed facility only.

• Allows pari-mutuel pools to include either only bets placed at the White Hall facility or bets from the originating racetrack and other out-of-state locations, provided local bets are administered under council rules.

• Prohibits off-track betting at any location outside the licensed facility and does not affect existing state and local gambling prohibitions outside the council's jurisdiction.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
