HB68 Summary

• Amends Alabama Code Sections 36-7-20 and 36-7-21 to establish uniform per diem allowances for state employees traveling within Alabama at not less than $75 per day, with no entitlement to reimbursement under both sections for the same travel segment.

• Establishes meal allowance structure: 15 percent of per diem for 6-12 hour trips without overnight stays, and one meal allowance plus one-fourth of per diem for trips exceeding 12 hours.

• Prohibits per diem payments for trips under 6 hours' duration and reduces allowance to 75 percent after employees are stationed in the same location for more than two consecutive months.

• Allows state employees attending conventions, conferences, seminars, or organizational meetings within Alabama to seek reimbursement for actual and necessary expenses upon agency head approval, subject to same documentation requirements as out-of-state travel.

• Becomes effective on the first day of the third month following passage and approval, with passage dates of April 4, 2023 (House) and May 18, 2023 (Senate).
