AL HB95

Allows any qualified registered voter in Alabama to vote by absentee ballot without requiring an excuse or meeting specific criteria.

Eliminates the requirement that voters meet one of eight existing conditions (such as being out of the county, having physical illness, working certain shifts, or being a student) to vote absentee.

Maintains application requirements that mail-in applications must be received 7 days before the election and hand-delivered applications must be received 5 days before the election.

Preserves existing provisions for emergency absentee voting, Armed Forces voting, and procedures for handling multiple ballots cast by the same voter.

Becomes effective on the first day of the third month following passage and approval by the Governor.
