Expresses the Alabama legislature's mourning of Lieutenant Colonel (Retired) Dr. Richard "Doc" Goodwin of Huntsville, Alabama, who died on March 30, 2023, at age 74.

Honors Dr. Goodwin's military service including 20 years in the United States Air Force, graduation from West Point in 1971, teaching Physics at West Point, and service with the Missile Defense Agency and NATO in Belgium.

Recognizes his advanced education including a Doctor of Philosophy in Public Administration and Master's Degrees in System Management, Nuclear Engineering, and Theology, with pursuit of a second doctorate in Theology.

Acknowledges his achievement as an Eagle Scout as a teenager and his involvement in his church and community service.

Offers condolences to his surviving family including his wife of 50 years, Linda; two children; two grandchildren; and brother Hugh Goodwin.
