Designates the bridge on Alabama State Route 193 (Rangeline Road) spanning the Theodore Industrial Canal in Mobile County as the Victor Birch Memorial Bridge.

Honors Victor Birch, a lifelong Mobile resident who was killed in a head-on collision on the bridge on September 25, 2022, at age 61.

Recognizes Birch's community contributions as an avid runner who mentored others, ran 16 marathons, won the Apalachicola inaugural marathon in 2010, and completed an IRONMAN competition in Waco, Texas in 2021.

Acknowledges Birch's service as a member of St. Rose of Lima Catholic Church where he served on the parish council.

Encourages the Department of Transportation to coordinate with local officials to designate the bridge and erect appropriate signage consistent with applicable requirements and laws.
