• Creates the Oversight Commission on Alabama Opioid Settlement Funds to develop a statewide plan for investment and use of opioid settlement funds and review expenditures by agencies and entities.

• Commission membership includes 12 appointed members from state agencies (Mental Health, Pardons and Paroles, State Health Officer, Finance Director) and 8 appointed experts, plus legislative leaders and 4 legislative appointees.

• Chair of House Ways and Means-General Fund Committee serves as commission chair; commission must meet at least semiannually and reflect racial, gender, geographic, urban, rural, and economic diversity of the state.

• Legislative members receive compensation and per diem in accordance with Alabama Constitution Section 49; other members reimbursed for necessary meeting expenses.

• Commission has annual expenditure limit of $5,000 and continues until all opioid settlement funds are appropriated and expended.
