HJR21 Summary

• Commends Ms. Gwendolyn Denice Richardson for induction into the 3rd Class of J.F. Shields/Monroe County Training School Athletic Hall of Fame.

• Ms. Richardson graduated as Valedictorian from J.F. Shields High School in 1976 and was named Betty Crocker Family Leader of Tomorrow; has served as high school photographer since 2009.

• Served as Monroe County Commission Administrator for over 20 years as the first Black person in the position, leading the office's transition from paper-based to fully automated computerized systems.

• Held leadership positions in the Association of County Administrators of Alabama (ACAA), serving as President in 2008 and Board member for 15 years; received the John Gordon County Administrator of the Year Award.

• Organized the 2020 Census Monroe County Complete County Committee awareness campaign and served on the Association of County Commissions of Alabama Modernization III Policy Team from 2014 to 2015.
