Creates a Joint Interim Study Commission on Grandparents Raising Grandchildren to study challenges faced by grandparents who are primary caregivers for their grandchildren.

Commission membership includes 15+ members appointed by various authorities: Governor (3 including a grandparent currently raising grandchildren), Lieutenant Governor, Attorney General, legislative leaders from both chambers, Chief Justice, District Attorneys Association, and representatives from senior services, human resources, mental health, AARP Alabama, foster/adoptive parent associations, and community organizations.

Membership shall reflect racial, gender, geographic, urban, rural, and economic diversity of the state, with additional members allowed by majority vote.

Legislative members receive compensation, per diem, and travel expenses; non-legislative members serve without compensation but may be reimbursed for necessary expenses.

Commission must submit a report of findings, conclusions, and recommendations to the Legislature no later than the third legislative day of the 2024 Regular Session, at which point it dissolves.
