Recognizes and honors the 2023 Navy SEAL Foundation New York City SEAL Swim, scheduled for August 19, 2023, a multi-sport open-water swimming event that brings together former SEALs, Veterans, Police Officers, Firefighters, and First Responders to raise funds supporting Navy SEALs and their families.

The swim route starts at Empty Sky Memorial in Liberty State Park, New Jersey, and ends at the World Trade Center in Manhattan, New York, with participants swimming to the Statue of Liberty and Ellis Island while performing 100 honor push-ups and 22 pull-ups at designated locations.

Participants conduct 100 honor push-ups and 22 pull-ups at the Statue of Liberty to honor the nation's freedoms and civil liberties, at Ellis Island to honor the nation's diversity and immigrants, and at the World Trade Center to honor those who died on 9/11 and Extortion 17.

Honors Lieutenant Commander (Retired) Richard Clifford, an Alabama native and Navy SEAL who will participate in the event; he joined the military in 1986, completed 31 years of active duty with combat tours in Iraq and Afghanistan, and received a Bronze Star and two Combat Action Ribbons.

House passed the resolution on May 25, 2023, and the Senate adopted it on May 31, 2023.
