Urges the President of the United States to enact policies supporting continued offshore oil and natural gas leasing and development, particularly in federal waters off Alabama's shores.

Cites offshore oil and natural gas as providing more than 15 percent of U.S. supplies, supporting over 300,000 jobs, and contributing $4-5 billion annually to federal and state treasuries.

Notes Alabama has received $188,500,000 in royalties since 2009 under the Gulf of Mexico Energy Security Act of 2006, including $34,800,000 in 2022.

States U.S. offshore production funds the Land and Water Conservation Fund, which has provided $163,000,000 to Alabama over the past five decades for conservation programs.

Requests the President promptly initiate a Multi-sale Environmental Impact Analysis and issue a five-year offshore leasing program allowing lease sales to continue in 2024 and beyond.
