The Alabama House of Representatives recognizes and honors the 2023 Navy SEAL Foundation New York City SEAL Swim, scheduled for August 19, 2023.

The event is a multi-sport, open-water swimming event bringing together former SEALs, Veterans, Police Officers, Firefighters, and First Responders to raise funds for the Navy SEAL Foundation.

The swim route begins at Empty Sky Memorial in Liberty State Park, New Jersey, and ends at the World Trade Center in Manhattan, with participants performing 100 honor push-ups and 22 pull-ups at three locations: the Statue of Liberty (for freedoms and civil liberties), Ellis Island (for national diversity), and the World Trade Center (to honor 9/11 and Extortion 17 victims).

The resolution specifically honors Lieutenant Commander (Retired) Richard Clifford of Alabama, a retired Navy SEAL with 31 years of active duty service, combat tours in Iraq and Afghanistan, and recipient of a Bronze Star and two Combat Action Ribbons.
