Encourage U.S. Congress and National Security Council to conduct a formal review of the Status of Forces Agreement between the United States and Japan to ensure it adequately protects American service members' constitutional rights and complies with Department of Defense policy.

Encourage an official investigation into the investigation, trial, and conviction of Navy Lieutenant Ridge Alkonis to ensure he received fair treatment by Japan and adequate support from the U.S. Navy.

Request that Lieutenant Ridge Alkonis's case be referred to the Special Presidential Envoy for Hostage Affairs to be designated as a wrongfully detained case.

Assert that over 100,000 American service members and dependents are stationed in Japan and that Japanese authorities allegedly violate the agreement by detaining service members without adequate cause, denying legal counsel during interrogations, and failing to provide adequate translation assistance.

Direct the Alabama House clerk to provide copies of the resolution to congressional leadership, the House Armed Services Committee, House Foreign Affairs Committee, House Judiciary Committee, the National Security Advisor, and Alabama's congressional delegation.
