AL SB118

Amends Section 11-42-5 of the Code of Alabama 1975 to validate and ratify all municipal annexations completed prior to the bill's effective date, regardless of procedural irregularities or defects.

Extends validation protection beyond the May 4, 2011 date established in prior law to cover all historical annexations up to the bill's enactment.

Excludes annexations previously held invalid by the Alabama Supreme Court, Court of Civil Appeals, or final circuit court judgment, and annexations currently subject to pending litigation commenced before the bill's effective date.

Preserves requirements under Article 5, Section 11-49-80 of Chapter 49 that municipalities assume responsibility for roads annexed into the municipality under certain circumstances.

Becomes effective immediately upon passage and approval by the Governor.
