SB175 Summary

• Establishes the ReEngage Alabama Grant Program administered by the Alabama Commission on Higher Education to provide grants up to $3,000 per semester for universities and $1,500 per semester for community colleges to eligible adult learners (age 25+) pursuing associate or baccalaureate degrees aligned with Alabama's high-demand occupations.

• Establishes the Alabama Short-Term Credential Scholarship Program providing grants up to $4,500 to Alabama residents completing short-term credential programs at Alabama Community College System institutions that can be completed in two semesters or less, with one-half paid upon enrollment and one-half upon program completion.

• Requires eligible applicants to be Alabama residents, U.S. citizens or lawful permanent residents, maintain good academic standing, and have not attended a postsecondary institution for at least two years prior to enrollment.

• Mandates annual reporting to legislative committees by both the Alabama Commission on Higher Education and Alabama Community College System, with program evaluation by the Alabama Commission on the Evaluation of Services during fiscal year 2027.

• Repeals the Alabama Apprenticeship Tax Credit Act effective December 31, 2024, unless extended by the Legislature for no more than five additional years; act becomes effective on the first day of the third month following passage and approval.
