Authorizes pharmacists to decline dispensing a drug when reimbursement from a pharmacy benefits manager is below the pharmacy's acquisition cost, allowing patients to seek the drug elsewhere.

Permits pharmacists to discuss alternative therapies with covered individuals when facing below-cost reimbursement situations.

Prohibits restrictions on pharmacist communication with patients regarding prescriptions regardless of payment type, including cash, insurance, third-party, charity, or workers' compensation claims.

Allows pharmacists to disclose relevant information to patients including cost, reimbursement amounts, alternative therapies, and other information deemed necessary by professional judgment or to complete a business transaction.

Effective date is the first day of the third month following passage and approval by the Governor.
