Proposes a constitutional amendment requiring each local board of education to adopt policies mandating K-12 public schools broadcast or perform the first stanza of The Star-Spangled Banner at least once per week during school hours.

Requires the banner be played Monday through Thursday, or on Friday morning if not played earlier in the week.

Allows local boards to select any Library of Congress-archived recording of the first stanza for broadcast, or alternatively to use school-sanctioned performances by band programs, choral groups, vocal groups, or vocalists.

Amendment becomes effective upon approval by a majority of qualified electors voting in an election held in accordance with Alabama's election laws.

Includes legislative findings on the history of The Star-Spangled Banner, from Francis Scott Key's composition in 1814 through its official designation as the national anthem in 1931.
