Defines "primary legal sources" as the U.S. Constitution, Alabama Constitution of 2022, Alabama Code of 1975, administrative rules, state case law, and the U.S. Code.

Defines "secondary legal sources" as legal publications providing analysis or interpretation of primary sources, including treatises, law reviews, textbooks, Restatements, and law dictionaries.

Prohibits secondary legal sources pertaining to insurance from being considered authoritative in insurance-related legal proceedings unless formally adopted by the Department of Insurance.

Prevents secondary legal sources from being treated as law or public policy if they create, eliminate, expand, or restrict causes of action, rights, or remedies, or if they conflict with any primary legal source on insurance.

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
