Continues the Lieutenant Governor's Commission on 21st Century Workforce, originally established in 2019, and adds two private sector employees as members appointed by the Lieutenant Governor within 30 days of enactment.

Requires the commission to develop a comprehensive state workforce plan and study Alabama's current workforce development system, including funding sources and programs across state agencies like the Department of Commerce, Department of Labor, and Alabama Community College System.

Directs the commission to identify strategies for improving Alabama's low labor force participation rate, recruiting and placing workers in high-demand jobs, expanding work-based learning, and studying effective workforce programs in comparable states.

Mandates the commission to meet within 60 days of enactment and at least two additional times before the 2024 legislative session, with a final written report due to the Governor and Legislature no later than January 31, 2024.

Requires all state agencies and departments to cooperate with the commission and provide requested information; allows collaboration with private businesses and industry-led public-private partnerships such as Alabama Talent Solutions.
