Establishes the Mixed Spirit Beverage Task Force to recommend legislation for distribution, sale, and taxation of mixed spirit beverages (low-alcohol beverages brewed from cane sugar or malted rice mixed with flavored soda or seltzer water).

Task force membership includes 15 members: Lieutenant Governor, legislative leaders and committee chairs from both chambers, Chair of Alcoholic Beverage Control Board, and representatives from beverage industry associations and manufacturers.

Governor shall call first meeting within 60 days; members shall elect a chair from legislative membership; legislative members receive compensation and expenses; non-legislative members serve without compensation but may be reimbursed for necessary expenses.

Task force shall study current distribution and sale practices and recommend legislation addressing legal definitions, three-tier distribution system, licensing requirements, and excise tax rates for mixed spirit beverages.

Task force must submit recommendations to Governor and Legislature by the fifth day of the 2024 Regular Session, at which time the task force shall terminate.
