SJR95 Summary

• Establishes the Mixed Spirit Beverage Task Force to study and recommend legislation for regulating low-alcohol beverages brewed from cane sugar or malted rice mixed with flavored soda or seltzer water.

• Task force membership includes 10 legislative positions: the Lieutenant Governor, Senate President Pro Tempore, Senate Majority and Minority Leaders, Senate Tourism Committee Chair, House Speaker, Speaker Pro Tempore, House Majority and Minority Leaders, and House Economic Development and Tourism Committee Chair (or their designees).

• Governor shall call the first meeting within 60 days of enactment, at which members shall elect a chair; meetings require a quorum of five members and may be conducted electronically.

• Task force shall study mixed spirit beverage distribution and sale practices with focus on legal definition, three-tier distribution system, Alcoholic Beverage Control Board involvement, retailer licensing, and excise tax rates.

• Task force must submit recommendations to the Governor and Legislature by the fifth day of the 2024 Regular Session, at which time the task force shall terminate.
