Proposes a constitutional amendment to Section 71.01 of the Alabama Constitution of 2022 to permit the Legislature to sign and transmit local laws or local constitutional amendments before basic appropriations are transmitted.

Modifies existing constitutional language that currently requires basic appropriations to be the paramount duty and prohibits other bills from being signed and transmitted until appropriations bills are completed.

Adds an exception stating that the appropriations requirement shall not affect the passage of local laws or local constitutional amendments, which may proceed independently.

Establishes that the proposed amendment requires approval by a majority of qualified electors voting at the statewide primary election on March 5, 2024.

Ratifies and validates any resolution authorizing consideration of a local law bill adopted before March 5, 2024, that conformed to legislative rules at the time of adoption.
