SJR3 Summary

• Establishes a Joint Study Commission on Advanced Air Mobility to recommend legislation positioning Alabama as a leader in emerging Advanced Air Mobility technologies, including drones, vertical takeoff aircraft, and air taxi services.

• Commission membership includes the Lieutenant Governor, three Senate members (one minority party), three House members (one minority party), the Secretary of the Alabama State Law Enforcement Agency, and four aviation/aeronautical design experts appointed by legislative leadership.

• Commission shall study Alabama's aviation infrastructure expansion, identify in-state companies serving the aeronautical industry, and recruit innovative Advanced Air Mobility technology companies to the state.

• Members receive legislative compensation, per diem, and travel expenses; commission requires seven-member quorum and may meet electronically; Governor must call first meeting within 60 days of enactment.

• Commission must submit legislative recommendations to the Governor by the third day of the 2025 Regular Session of the Legislature, at which time the commission terminates.
