Proposes a constitutional amendment requiring the Judge of Probate of Baldwin County to be licensed to practice law in Alabama, effective upon the election or appointment of any judge after ratification.

Authorizes the Judge of Probate of Baldwin County to exercise equity jurisdiction concurrent with circuit court in cases originally filed in the Probate Court of Baldwin County, provided the judge is a licensed attorney.

Grants the probate judge the same power and authority as a circuit court judge in such cases, with Alabama Rules of Civil Procedure applying except as otherwise provided by law.

Establishes that the amendment is self-executing but allows the Legislature to enact additional implementing legislation if needed.

Requires a referendum election conducted according to the Constitution of Alabama of 2022 and establishes ballot language for voter approval of the amendment.
