Appropriates $2,243,062 from Youth Services Reimbursement Fund for Diversion Programs to the Department of Youth Services for fiscal year ending September 30, 2024.

Appropriates $189,733,137 from State General Fund to 15 agencies and entities, including $100,000,000 for prison construction, $20,000,000 for State House parking deck, and $25,000,000 for industrial site development.

Provides $9,400,000 to Department of Mental Health for staffing increases at Taylor Hardin Secure Medical Facility ($8,400,000) and psychiatric bed operations at Bullock County Hospital ($1,000,000).

Allocates funds for infrastructure and equipment upgrades across multiple agencies: $6,011,537 for State Capitol improvements, $9,833,000 for law enforcement equipment, $5,000,000 for Ardmore Welcome Center rocket replacement, and $5,000,000 for veterans transition facility construction.

Directs Legislative Services Agency to spend $500,000 on comprehensive review of state employment policies and procedures, with report due January 1, 2025.
