Appropriates $14,816,579 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2025, for support and maintenance of the institution's educational program.

Requires at least $2,000,000 of the appropriation to be expended for agricultural research and extension service state match.

Mandates submission of an operations plan with goals and measurable performance indicators and an audited financial statement for fiscal year 2023 before any funds are released.

Requires quarterly reports comparing actual expenditures and accomplishments to planned amounts, plus an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures.

Becomes effective October 1, 2024.
