Grants a 2 percent salary increase effective the first pay day on or after October 1, 2024, to all state employees in classified and unclassified service, hourly employees, judicial personnel, legislative personnel, and county health department employees covered by the State Merit System.

Excludes from the increase any local supplements provided to judges, any employees covered by labor agreements or contracts, and local employees whose salaries are tied to state employee compensation.

Requires the Director of the State Personnel Department, Administrative Director of Courts, and legislative leadership to revise pay plan schedules and certify changes to the State Comptroller for warrant issuance.

Provides that appropriations required by this act shall be included in annual budget acts for affected entities rather than constituting an independent appropriation.

Becomes effective immediately upon passage and approval by the Governor.
