Amends Section 22-8-4 of the Code of Alabama 1975 to require written consent from a parent or legal guardian for any unemancipated minor to receive a vaccination.

Removes "health" services from the list of services that minors aged 14 or older can consent to without parental approval, maintaining their ability to consent to medical, dental, and mental health services.

Creates three additional conditions that must be met for an unemancipated minor to consent to vaccination: the minor must not be dependent on a parent or legal guardian for support, must be living apart from parents or guardians, and must be managing their own affairs.

Becomes effective October 1, 2024.

Passed the House of Representatives on April 25, 2024 with a vote of 81 Yeas, 17 Nays, and 3 Abstains.
