• Department of Transportation must develop a statewide plan for vertiports, electric aviation charging infrastructure, and other aviation technology advances.

• Department must designate a liaison for advanced air mobility and coordinate with public and private sector experts to provide local jurisdictions with educational and technical resources for uniform planning and zoning language.

• Existing state revenues from the Public Road and Bridge Fund, Rebuild Alabama Fund, or federal matching funds cannot be used to develop the plan or provide resources to local jurisdictions.

• Political subdivisions (except airport operators) are prohibited from enacting laws, ordinances, regulations, or rules relating to advanced air mobility.

• Airport operators may only enact advanced air mobility regulations within their geographical boundaries.

• Effective date: October 1, 2024.
