Creates a permanent Alabama Waters Task Force to identify and address issues related to Alabama's water resources.

Task force membership includes the House Ports, Waterways, and Intermodal Transit Committee chair (as chair), 2 House members, 2 Senate members, 7 state agency representatives or designees, and 8 appointees from regional waterway associations and environmental organizations.

Requires appointing authorities to coordinate appointments to ensure membership reflects the state's racial, gender, geographic, urban, rural, and economic diversity.

Task force shall meet at least twice per year, with initial meeting by January 1, 2025, and must submit annual reports to the Governor and legislative leaders with findings, conclusions, and legislative recommendations.

Task force shall recommend methods to increase trade and economic development along Alabama's waters and identify measures to protect and improve water quality; Department of Conservation and Natural Resources and Department of Environmental Management shall provide staff support.
