Establishes a five-member State Transportation Commission appointed by the Governor, with one member from each of the five regions of the State Department of Transportation.

Commission members serve staggered initial terms (2, 4, or 6 years depending on region) followed by six-year terms with no consecutive service, and receive compensation equal to 25 percent of cabinet member salaries.

Authorizes the Commission to appoint the Director of Transportation, replacing the Governor's direct appointment authority, and grants the Commission authority over department duties unless delegated to the director by resolution.

Prohibits commission members from employment with or contracting with companies doing business with the Department of Transportation during their service and for two years thereafter.

Exempts the State Department of Transportation from the Budget Management Act, preventing the Governor and Finance Director from withholding, redirecting, or denying transfer of funds contrary to the Commission's five-year plan or annual budget.
