Proposes a constitutional amendment allowing mayors of municipalities in Jackson County to participate in the Employees' Retirement System of Alabama under the same terms and conditions as other employees.

Permits mayors holding office at the time of amendment ratification to purchase service credit in the retirement system for their time served in the current office.

Prohibits any person from participating in both a supernumerary program and the Employees' Retirement System based on the same service.

Requires an election on the proposed amendment to be held in accordance with Sections 284, 284.01, and 285 of the Constitution of Alabama of 2022 and state election laws.

Passed by the House on April 23, 2024, and the Senate on May 2, 2024.
