Establishes the Alabama Residential Building Code adopted by the Home Builders Licensure Board based on the International Residential Code and International Energy Conservation Code, effective January 1, 2027.

Creates the Alabama Residential Building Code Division within the Home Builders Licensure Board and establishes the Alabama Residential Building Code Fund in the State Treasury to administer the code.

Establishes the Alabama Residential Building Code Advisory Council with 17 members from various state agencies, industry boards, and appointed representatives to recommend code adoptions and amendments.

Requires local building codes adopted after January 1, 2027, to meet minimum standards of the Alabama Residential Building Code and prohibits exceeding its energy provisions unless federal mandate requires it.

Creates the Alabama Commercial Energy Code Division and Advisory Committee within the State Licensing Board for General Contractors to adopt and implement commercial energy codes, and repeals the former Alabama Energy and Residential Codes Board.
