Prohibits retail establishments from discriminating against cash-paying customers by requiring the use of credit to purchase goods or services.

Requires all retail establishments to accept United States legal tender (paper currency and coins) as payment when offered by customers.

Allows retail establishments to set a policy refusing legal tender notes larger than twenty dollars ($20).

Requires retail establishments experiencing a cash or coin shortage to issue store credit or gift cards equal to any unavailable change rather than requiring customers to provide exact change.

Becomes effective on October 1, 2024.
