Prohibits aliens not lawfully present in the United States from enrolling in or attending public postsecondary education institutions in Alabama, with exceptions.

Allows public postsecondary education institution officers to verify immigration status with the federal government pursuant to 8 U.S.C. § 1373(c), but prohibits independent determinations of lawful presence.

Denies postsecondary education benefits including scholarships, grants, and financial aid to unlawfully present aliens, except as otherwise provided by law.

Creates exceptions allowing unlawfully present aliens to attend if they attended high school for three or more years and graduated, earned a GED, or completed equivalent education in Alabama.

Creates an exception allowing unlawfully present aliens to attend if they have applied for lawful presence in the United States.

Becomes effective October 1, 2024.
