Requires each local board of education and charter school governing body to install silent panic alert technology in all classrooms that connects to district emergency services and the local public safety answering point when activated.

Defines silent panic alert technology as a device that connects directly to the public safety answering point upon activation and includes GPS technology to identify exact location.

Mandates regular training for teachers and school employees on how to use the silent panic alert technology.

Requires the State Board of Education to develop a list of approved vendors, excluding any manufacturer of equipment or services covered under the Federal Communications Commission's Secure Network Act.

Allows local boards of education and charter schools to apply for funding through the K-12 Capital Grant Program to comply with these requirements, with the act becoming effective October 1, 2024.
