Amends Alabama Code Section 32-7A-16 to require that vehicles impounded for failure to provide proof of current registration and insurance cannot be released until proof is presented and all fees are paid.

Eliminates the previous distinction that allowed release on second violations without proof of registration and insurance, making proof required for all impound situations.

Applies to vehicles impounded at traffic stops or accidents where the driver fails to present proof of current registration and insurance.

Towing services retain liens on impounded vehicles for all reasonable and customary fees related to towing, impoundment, and storage.

Becomes effective October 1, 2024.
