• Provides that any fertilized human egg or human embryo existing outside of a human uterus shall not be considered an unborn child, minor child, natural person, or any term connoting a human being under state law.

• Directly responds to an Alabama Supreme Court decision that classified "extrauterine children" (embryos outside a biological uterus) as unborn children for purposes of the Wrongful Death of a Minor Act.

• Excludes fertilized eggs and embryos in all forms outside the uterus from all legal protections and definitions applying to human beings.

• Becomes effective immediately upon passage.
